Working notes

The current fixed-text Workbench does not provide a shared working-comments system. Durable evidence consists of saved revisions, exact validation events, review requests and approval/rejection decisions; rejection reasons and optional approval notes belong to those exact review decisions.

Do not treat browser-local text or external discussion as persisted Workbench evidence. A future comments/notes feature would require its own authority and retention contract.
